Qualification & Experience:

Required (Qualification1 / Discipline): Bachelor’s degree in Chemical Engineering, Mechanical Engineering, or any Engineering discipline.

Preferred (Qualification1 / Discipline): Master’s degree in Chemical Engineering, Mechanical Engineering.

Required (Years2 / Job Level3 / Industry): 7-10 years of experience in a technical function preferably in O&G Industry, out of which 4 years at Supervisor / Mid-Management level.

Preferred (Years2 / Job Level3 / Industry): Experience in Petrochemicals Industry.

Required (Language / Level4): English- proficient.

Preferred (Language / Level4): Arabic- working knowledge

Roles and Responsibilities:

Strategy and Performance Management:

  • Develop and execute the Technical Department long-term strategic plan in alignment with the corporate strategies.
  • Develop annual business plans for the Technical Department and ensure the achievement of financial and strategic objectives.
  • Report to the Plant Manager on the progress of activities against the annual business plans, opportunities, challenges, and issues faced, mitigations taken, etc. as required, to make an informed decision.
  • Manage and continuously monitor the performance of the Technical Department to ensure performance deviations are identified in a timely manner, and required resources and actions are implemented to meet performance targets.
  • Manage the activities of direct reports to ensure that all work is carried out in an efficient manner, in line with the annual business plans, policies and procedures.

People Management:

  • Manage the activities of direct reports to ensure that all work is carried out in an efficient manner, in line with the annual business plans, policies and procedures.
  • Manage the performance management process by setting annual objectives, and developing staff through mentoring, coaching and constructive feedback.
  • Identify employees’ training and developmental needs and in conjunction with Human Capital Department bridge the knowledge gaps to ensure continuous progression, and high-level of competence within the team.
  • Implement developmental plans to assist qualified Qatari Nationals to occupy potential vacancies so as to adhere to stipulated Qatarization targets

Organization Structure

  • Contribute to defining an optimum structure for the Department, to ensure smooth workflow of operational processes and optimal utilization of resources.

Budget Planning

  • Prepare and recommend the Department’s budget in alignment to the respective annual business plan.
  • Monitor the Department’s financial performance against the approved budget, identify areas of unsatisfactory performance (if any), and recommend mitigating actions.

Process and Reliability Engineering Management

  • Oversee capital expense execution for large projects providing technical expertise and resources for smooth implementation and completion.
  • Oversee the plant optimization and troubleshooting of ad-hoc technical process related problems in order to ensure production levels are maintained.
  • Monitor the concept development of the technical process and reliability related plant changes in order to ensure a continuous business growth.
  • Provide support to monitoring, troubleshooting and optimization to Production through process engineering.
  • Oversee and monitor process and reliability engineering related projects whether during design, implementation and / or execution to ensure alignment of the design intent with company quality standard engineering practices.
  • Oversee the implementation and liaison of advanced process control solutions to ensure plant stability and an increase in production levels.
  • Leads the Technical Department to act as a “check and balance” function outside the operations from a quality standpoint.

Projects Management

  • Lead large technical projects so as to ensure a timely completion of the project at hand according to cost, time, budget, and quality.
  • Provide project engineering services for the execution of plant projects primarily in the conceptual development phase.

Laboratory Management

  • Oversee providing Laboratory services to enable plant optimization, quality control and assurance and sale of citified products.

Inspection Management

  • Guide the formulation and implementation of inspection strategies/activities and solutions to ensure plant integrity through the effective safeguarding of company mechanical assets.

Change Management

  • Identify and manage implementation of change initiatives on systems, processes and practices taking into account ‘international leading practices,’ and/or other changes in the business environment.

Policies, Systems, Processes & Procedures

  • Recommend improvements to Technical departmental procedures, and ensure implementation of policies, procedures, systems, and controls covering the assigned areas of responsibility so that all activities meet company standards, compliance, and regulatory requirements, align to business requirements, and increase operational efficiency.
  • Identify opportunities for the continuous improvement of systems, processes and practices taking into account ‘international leading practices,’ in order to increase operational effectiveness.

Quality, Health, Security, Safety and Environment

  • Ensure compliance with regulatory requirements and relevant quality, health, safety, security and environmental procedures and controls across the Department to guarantee employee safety and delivery of high-quality products/services.

Reporting

  • Ensure that all relative reports are prepared timely and accurately, and meet the Department’s requirements, policies, and standards.
