QUALIFICATION & EXPERIENCE:
Bachelors degree in Engineering or an equivalent qualification
Minimum 10 – 12 years relevant work experience, with at least 3-5 years in in major projects experience in fertilizer or petrochemical plants
1. External Interface Management
- Lead external interface activities under the guidance of the Interface Manager, coordinating with EPCC Contractor, Subcontractors, and relevant external authorities.
- Conduct regular external interface coordination meetings, ensuring alignment with the Project Information Manual, Project Procedures, and EPCC Contract obligations.
- Ensure all external tie-ins and installations are executed in compliance with approved Work Method Statements, Issued for Construction (IFC) drawings, and contractual requirements.
- Maintain and regularly update the External Tie-ins Register, tracking progress and ensuring timely completion of all external works.
2. EPCC Contractor Coordination
- Ensure EPCC Contractor and Subcontractor scope related to external interfaces is clearly understood, properly planned, and implemented during engineering and construction phases.
- Monitor EPCC Contractors adherence to mechanical completion requirements, interface milestones, and overall project schedule.
- Review EPCC Contractors tie-in plans and coordinate with external stakeholders to secure necessary approvals and ensure compliance.
3. Engineering Collaboration
- Work closely with discipline engineers to identify and define external interfaces clearly in the EPCC Contract, ensuring scope clarity and alignment with project execution plans.
- Ensure that all external interface points are technically validated and documented during the design and execution phases.
4. Documentation & Regulatory Coordination
- Identify documentation requirements for each external authority, including but not limited to:
- Mesaieed Industrial City (MIC)
- Port Authorities
- GASAL
- Ministry of Environment and Climate Change (MOECC)
- Ministry of Industry and Commerce (MOCI)
- Coordinate with these authorities regarding permit applications, ensuring EPCC Contractor complies with all prerequisites and documentation protocols.
- Monitor and follow up to ensure timely receipt of permits by EPCC Contractor, escalating delays and resolving bottlenecks proactively.
5. Schedule & Risk Monitoring
- Monitor all critical path activities related to external interfaces and ensure alignment with commissioning-driven schedules.
- Identify, report, and track risks associated with external interface activities, and propose mitigation strategies in coordination with the Interface Manager and Project Controls.
- Highlight any delays in external interface delivery to the Project Director and agree on mitigation actions to ensure recovery and schedule adherence.
6. Quality, Standards & Compliance
- Ensure all external interface activities meet Project quality standards, technical specifications, and good engineering practices.
- Maintain compliance with Qatar regulatory requirements, MIC standards, and other statutory obligations.
- Verify that all process technologies, tie-ins, and operational aspects are implemented correctly and safely, ensuring readiness for commissioning and operation.
7. Reporting & Documentation
- Support the Interface Manager in preparing external interface reports and conducting meetings with stakeholders and authorities.
- Track and coordinate delivery of external spare parts, capital spares, and special tools with EPCC Contractor to ensure readiness for commissioning and handover.
- Maintain comprehensive documentation of interface activities, approvals, tie-in completions, and stakeholder communications.
8. Interface Register Management
- Develop and maintain a Project External Interface Register, mapping all external tie-ins, stakeholders, documentation requirements, and target completion dates.
- Ensure the register is regularly updated and used as a control tool to monitor progress and compliance.
- Use the register to flag delays, track dependencies, and support decision-making across engineering, construction, and commissioning phases.
